Council tax by council: what your bill pays for
Your bill is collected by one council, yet it often pays for several bodies. The bill in England can cover the county council, police, fire and rescue, plus a parish council (MHCLG).
Each of these bodies adds a precept, a charge that is collected on its behalf. The Wales average Band D of £2,283 breaks down as £1,831 to county councils, £400 to police and £52 to community councils (Welsh Government).

Band D average by nation
To compare council tax 2026/27 levels, Band D is the standard measure (MHCLG). The Welsh Government warns against Band D comparisons across nations, because bands and dates differ in each nation (Welsh Government).
| Nation | Average Band D, 2026/27 | Source |
|---|---|---|
| England | £2,392 | MHCLG |
| Wales | £2,283 | Welsh Government |
| Scotland | £1,653 | Scottish Government |
How Band D drives the other bands
A council sets its own Band D. The law then fixes the rest. Band A pays six ninths of the Band D charge in England, while band H pays eighteen ninths (1992 Act, section 5).
Wales adds band I at 21 ninths. In Scotland, bands E to H pay a larger share than England's (section 74). Not sure of your band yet? Begin at the council tax band checker.
Councils in England and their council tax
Figures show the 2026/27 Band D charge for every council and, next to it, the change on 2025/26. The lowest in England is Wandsworth at £1,028, then Westminster at £1,050; the highest is Dorset at £2,765.
The low London figures are the official ones. Wandsworth, Westminster and the City of London have long set the lowest council tax in England, and London bills carry no county council charge on top.
